Instructions:
Preheat your oven to 350°F (175°C).
In a medium-sized bowl, mix the flour, baking powder, salt, sugar, and cocoa powder. Add the melted butter, milk, and vanilla extract, stirring until well combined.
Spread the batter into a greased 1.5-quart casserole dish or a square baking pan.
In another bowl, combine the topping ingredients: sugar, brown sugar, salt, and cocoa powder. Sprinkle this mixture evenly over the batter without stirring.
Carefully pour the boiling water over the topping mixture, making sure not to stir.
Bake for about 30 minutes or until the top is nearly set. The cake will rise to the top, and a pudding-like layer will form on the bottom.
Serve the chocolate cobbler warm, ideally with a scoop of ice cream on the side.
