- In a medium bowl, mix graham cracker crumbs, melted butter, and powdered sugar until combined.
- Press the mixture into the bottom of an 8×8-inch baking dish lined with parchment paper or greased with butter. Set aside.

- Melt the butter in a medium saucepan over medium heat. Add the brown sugar, sweetened condensed milk, heavy cream, and salt, stirring continuously.
- Bring to a simmer and cook for 4-5 minutes until the caramel thickens slightly.

Step 3: Make the Fudge Layer
- In a separate saucepan over low heat, combine butter and sweetened condensed milk, stirring until smooth.
- Add chocolate chips, stirring constantly until fully melted and smooth.
- Remove from heat and stir in vanilla extract.
Step 4: Assemble the Layers
- Spread the fudge mixture evenly over the cooled caramel layer.
- Allow the fudge to cool at room temperature for a few hours, or refrigerate for 2-3 hours until firm.
Step 5: Cut and Serve
- Lift the set fudge out of the pan using the parchment paper, if used, and cut into squares.
