Brown the beef: In a large pot or Dutch oven, heat olive oil over medium-high heat. Add the ground beef or stew meat and cook until browned. Remove and set aside.
Sauté vegetables: In the same pot, add the onion, carrots, and celery. Sauté for 5-6 minutes until the vegetables begin to soften. Add the garlic and cook for 1 minute.
Combine ingredients: Return the beef to the pot and add the potatoes, green beans, corn, peas, beef broth, diced tomatoes, thyme, and bay leaf.
Simmer: Bring to a boil, then reduce the heat to low and let it simmer for 30-40 minutes, or until the vegetables are tender and the flavors are well combined.
Season and serve: Remove the bay leaf, season with salt and black pepper to taste, and garnish with fresh parsley. Serve hot.
